From frontline buildings to whole neighborhoods

Performance standards and electrification programs reach the owners with staff and capital first. Much of my work has been on the rest: frontline commercial and multifamily buildings, low-income households heating with oil, and neighborhoods on gas lines due for replacement.

    Compliance help for frontline buildings

In Seattle's Clean Buildings Accelerator, I worked on compliance strategies for frontline commercial and multifamily buildings and on the workshop series for their owners and operators, including O&M and emissions-reduction planning sessions.

Affordable housing at the BEPS table

I served on the Housing Development Consortium's task force on Seattle's Building Emissions Performance Standard while the City developed it.

Oil to heat pumps in Skyway and White Center

For King County's Energize! program, I was lead author of the screening and selection criteria and ductless heat pump design guidelines for low-income oil-to-heat-pump conversions in two unincorporated communities.

    Electrification instead of gas replacement

I led a three-program, $16 million electrification portfolio for PG&E: Powerful Neighborhoods, which electrifies entire gas-branch zones in disadvantaged communities; EmPower My Home, which electrifies income-qualified single-family homes at bill neutrality or better; and the Alternative Energy Program, which funds all-electric conversions when customers agree to decommission their gas service.

    Meeting people where they are

Customers were dropping off at a virtual self-assessment. I led the move to community-based case management, and concentrated outreach in one neighborhood converted 19% of engaged customers to letters of intent, against 8% across all targeted zones, in a small early sample. We partnered with the cities of Oakland and San Francisco and engaged 11 community organizations.

    Stacking the funding

Ratepayer, local, state, and federal sources, including ESA, TECH Clean California, and Inflation Reduction Act funds, covered up to 100% of conversion costs for income-qualified households.

    Zones or households?

"From Neighborhoods to Homes: Comparing Zonal and Household Approaches for Equitable Electrification," selected for ACEEE's Energy Efficiency as a Resource conference. I co-authored the presentation and handed the presenting role to a team member as a development opportunity.
